GST vs VAT vs Sales Tax: What's the Difference?

GST, VAT, and sales tax are all consumption taxes, but they work differently and are used in different parts of the world. Understanding the distinction matters for international businesses and travelers.

GST, VAT, and sales tax are all forms of consumption tax — taxes charged on goods and services that are ultimately paid by the end consumer. But they work quite differently, have different administrative structures, and apply in different parts of the world. Here's a clear breakdown of what sets them apart.

Sales Tax (United States Style)

US-style sales tax is the simplest of the three. Key characteristics:

  • Collected once: Only at the final point of retail sale, from the end consumer
  • State and local variation: Each US state sets its own rate, and cities/counties add their own on top — leading to over 10,000 different tax jurisdictions
  • Not displayed in prices: US prices are shown pre-tax; the tax is added at checkout
  • No business reclaim: Businesses pay sales tax on purchases but generally cannot reclaim it
  • Relatively simple for consumers: The consumer just pays it once at purchase
  • Complicated for businesses: Filing and remitting to thousands of jurisdictions is a major compliance burden

Used in: United States primarily (and a few other countries)

VAT (Value Added Tax)

VAT is the most sophisticated of the three. Key characteristics:

  • Multi-stage collection: Charged and collected at every step of the supply chain (manufacturer → wholesaler → retailer → consumer)
  • Input tax credits: Businesses reclaim the VAT they paid to their suppliers against the VAT they collected from customers — only the net difference goes to the government
  • Included in prices: Prices are displayed with VAT included (in most VAT countries)
  • Uniform national rates: Countries typically have one standard rate with limited reduced rates
  • Self-policing: Because every business in the chain wants to reclaim input VAT, they need proper invoices — this creates a paper trail that reduces evasion

Used in: European Union, UK, most of Africa, Middle East, Latin America, and Asia — over 160 countries total

GST (Goods and Services Tax)

GST is functionally nearly identical to VAT — it's essentially the same tax system with a different name. The key differences are mostly terminological and in specific implementation details:

  • Australia's GST: A flat 10% rate applied to most goods and services, with input tax credits for businesses. Displayed inclusive in prices.
  • Canada's GST: A federal 5% GST, which provinces can supplement with Provincial Sales Tax (PST) or harmonize into a combined Harmonized Sales Tax (HST)
  • India's GST: A comprehensive reform introduced in 2017 that replaced a complex web of state and federal taxes. India's GST has four rates: 5%, 12%, 18%, and 28% depending on the category of goods
  • Singapore's GST: A flat 9% rate (as of 2024) applied broadly to most goods and services
  • New Zealand's GST: A flat 15% rate — one of the broadest GST systems in the world with very few exemptions

Which Is Better?

From a government revenue perspective, VAT/GST is generally considered more efficient and harder to evade than sales tax. The multi-stage collection creates a built-in audit trail. From a business perspective, the input tax credit system of VAT/GST treats businesses as pass-throughs rather than final tax bearers. From a consumer perspective, tax-inclusive pricing (common with VAT/GST) means fewer surprises at checkout.

The US sales tax system, despite its inefficiencies, has proven resilient due to strong states' rights traditions and the political difficulty of implementing a national consumption tax.
