Understanding VAT in United Kingdom

The United Kingdom operates one of the world's most well-established VAT systems, introduced in 1973 when the UK joined the European Community. This system ensures that VAT is effectively borne by the end consumer while businesses act as collection agents.

The UK uses "Making Tax Digital for VAT" — all VAT-registered businesses must keep digital VAT records and submit returns via compatible software. This has been a major compliance modernisation effort by HMRC.

For tourists visiting the UK from outside the UK, the post-Brexit VAT retail export scheme that previously allowed tourists to reclaim VAT was abolished in January 2021. Duty-free shopping at UK airports still exists for goods purchased before departure to non-UK destinations.
