The United Kingdom operates one of the world's most well-established VAT systems, introduced in 1973 when the UK joined the European Community. The standard VAT rate is 20%, which applies to the majority of goods and services sold in the UK. Despite Brexit, the UK has maintained its VAT structure, though it now sets its own rates and rules independently of EU regulations.
The UK VAT system operates on three tiers. The standard rate of 20% applies to most goods and services including electronics, clothing, most foods sold in restaurants, motor vehicles, and professional services. A reduced rate of 5% applies to specific categories including domestic fuel and power, children's car seats, and certain residential property renovations. A zero rate (0%) applies to most food for home consumption, children's clothing, books, newspapers, most prescription drugs, and exports outside the UK.
Businesses with a taxable turnover exceeding £90,000 (the 2024/25 threshold) must register for VAT. VAT-registered businesses collect VAT on their sales (output tax), reclaim VAT paid on their purchases (input tax), and remit the net amount to HMRC quarterly. This system ensures that VAT is effectively borne by the end consumer while businesses act as collection agents.
