Understanding IVA in Spain
Spain's VAT system — Impuesto sobre el Valor Añadido (IVA) — has a standard rate of 21% and was introduced in 1986 when Spain joined the European Community. Spain uses a multi-rate structure to differentiate between essential and non-essential goods, similar to other EU member states.
Spain has three IVA rates. The standard 21% rate applies to most goods and services including electronics, clothing, cars, alcohol, tobacco, and most professional services. A reduced 10% rate applies to food not considered essential, passenger transport, hotel accommodation, restaurants, live cultural events, and home renovation services. A super-reduced 4% rate applies to basic food items (bread, milk, eggs, fruits, vegetables, cheese, meat), books, newspapers, prescription medicines, and certain medical devices for disabled persons.
Spain's IVA compliance is administered by the Agencia Tributaria (AEAT). Spain has been progressively implementing digital tax reporting. Large businesses (above certain revenue thresholds) are already required to submit VAT data via the Suministro Inmediato de Información (SII) system — near real-time electronic reporting of invoices to the tax authority. This system allows the AEAT to cross-check buyer and seller VAT records automatically.
Spain's VAT registration threshold for established businesses is €0 for most commercial activities — essentially all businesses making taxable supplies must register. Non-established businesses must also register when making supplies to Spanish customers.
Spain has specific VAT rules for the Canary Islands (Islas Canarias), Ceuta, and Melilla. The Canary Islands do not apply mainland Spanish IVA; instead they have their own indirect tax system called IGIC (Impuesto General Indirecto Canario) with a standard rate of 7%. Ceuta and Melilla use different local indirect taxes. This means tourists and businesses operating in these territories encounter different tax rates than mainland Spain.
