Understanding Sales Tax in Colorado

Colorado has one of the lowest state sales tax rates in the nation at 2.9%, but it runs one of the most complex local tax systems in the country. Colorado has over 700 distinct sales tax jurisdictions — cities, counties, and special districts all layering their own rates. The result is that while the state rate is low, combined rates in major Colorado cities are quite substantial.

Denver's combined sales tax rate is approximately 8.81% (2.9% state + 4.81% Denver city/county/special district taxes). Boulder reaches 8.845%. Colorado Springs sits around 8.25%. Even smaller resort communities can be high — Telluride, Breckenridge, and Aspen have additional resort taxes pushing their combined rates higher.

Colorado's local tax system is unusually home-rule oriented. Many Colorado cities and counties have their own definitions of what's taxable, their own exemptions, and their own administrative processes — meaning sellers must sometimes file and remit local taxes directly to each home-rule city rather than through the state. This makes Colorado sales tax compliance particularly challenging for e-commerce businesses selling to Colorado customers.

The Colorado Department of Revenue administers the state portion. However, approximately 70 Colorado home-rule cities administer their own local taxes independently. Businesses selling into Colorado must identify whether each customer's city is a "state-collected" jurisdiction or a "self-collecting" home-rule city, and comply accordingly.

Colorado exempts food for home consumption from state and most local sales taxes. Prescription drugs, medical equipment, and agricultural equipment also enjoy broad exemptions. Services are generally not taxed in Colorado, with specific exceptions for telecommunications, lodging, and certain other services.

How to Calculate Reverse Sales Tax in Colorado

To find the pre-tax price from a total that includes the Colorado sales tax:

Pre-Tax Price = Total Paid ÷ (1 + Combined Rate ÷ 100)

Example at 2.9% state rate: If you paid $107.00, divide by 1.0290 = $103.98 pre-tax, with $3.02 tax.
