Understanding Sales Tax in Hawaii
Hawaii doesn't have a traditional sales tax — instead it levies a General Excise Tax (GET) at a rate of 4% on the island of Oahu and 4.5% on other islands (due to a 0.5% county surcharge). The GET is technically a tax on the privilege of doing business in Hawaii, assessed on the seller's gross income, but sellers routinely pass the cost to consumers in a way that functions like a sales tax.
One critical difference between GET and a regular sales tax: while a regular sales tax is applied once to the final retail price, the GET applies at every level of the supply chain — manufacturer, wholesaler, retailer — and there is no mechanism to reclaim GET paid on inputs (unlike VAT). This means the effective burden on consumers is actually slightly higher than the nominal 4% rate because each stage of the supply chain must either absorb or pass on the GET cost, creating tax-on-tax pyramid effects.
Hawaii exempts very few categories from the GET. Unlike most states, Hawaii taxes most services under the GET, including many professional and business services. Hawaii also taxes most food under the GET, including groceries — unlike most of the continental US, there is no broad grocery exemption in Hawaii. Prescription drugs are exempt from the state GET.
Honolulu and the other counties can add a 0.5% surcharge to fund the Oahu rail transit project (currently in effect in Honolulu/Oahu County). The combined GET rate on Oahu is thus 4.712% (the surcharge is applied to the gross receipts after the base GET, creating a slight compounding effect).
For tourists visiting Hawaii, essentially everything you buy — retail goods, restaurant meals, hotel stays, tours and activities — includes the GET. Unlike sales tax, the GET is sometimes not separately itemized on receipts, though sellers often add a "tax" line that represents the GET cost passed on to the buyer.
