Understanding Sales Tax in Oregon

Oregon is one of five US states with no sales tax — and unlike Alaska, Oregon's prohibition on sales tax extends to local governments as well. No Oregon city or county can impose a general sales tax. This makes Oregon one of the most straightforwardly sales-tax-free shopping environments in the US.

Oregon is the largest US state by population without a sales tax, and this has significant economic implications. Portland and the Willamette Valley have developed major retail corridors partly because Oregon is a sales-tax-free destination for Washington State residents — Washington's combined rate in many border areas is 8%–9%. Residents of Vancouver, Washington regularly cross the Columbia River into Portland to shop tax-free.

Oregon compensates for its lack of sales tax with one of the higher personal income tax rates in the nation (up to 9.9% for high earners, with proposed higher brackets in recent legislative sessions). Oregon also relies on property taxes, corporate income taxes, and various excise taxes (tobacco, alcohol, gasoline).

Portland introduced a 1% Arts Education and Access Income Tax in 2012 — but this is an income tax assessed on individuals, not a sales tax. It does not apply to retail purchases. Similarly, Portland's metro area has a Supportive Housing Services (SHS) income tax that applies to high-income residents but is not a sales tax.
